Changi publishes the range itself: roughly 30 minutes and S$25 to S$45 into the city, all fares metered.
An airport surcharge applies to every trip starting at Changi: S$8 between 17:00 and 23:59, and S$6 at all other times.
The surcharge is applied by the meter automatically. There is nothing to declare and nothing to negotiate.
Taxi stands are in the arrivals area of Terminals 1, 2, 3 and 4.
