June to September is hot desert summer: temperatures can reach 45C or higher, with humidity spiking to 40-60%. November to February is mild, averaging 15-20C. The comfortable outdoor windows are roughly April to early May and late October to late November.
Seasonal hazards by name: Shamal winds (strong, dust-raising northerlies) are most frequent June-August; Al Sarayat thunderstorms with strong winds hit March-May; Al Wasmi brings intermittent heavy rain October to mid-December. Rain otherwise barely registers, about 71 mm a year in Doha.
Qatar has an official heat rule: a Ministerial Decision announced in May 2021 (Ministry of Administrative Development, Labour and Social Affairs) prohibits outdoor work 10:00-15:30 from 1 June to 15 September, and halts all work when wet-bulb globe temperature passes 32.1. It regulates workers, not visitors, but treat it as the state's own read on how dangerous midday heat is: plan outdoor time before 10:00 or after sunset in summer.
