Weather in Rome
The summer risk in Rome is not the peak temperature, it is several hot days in a row, and the state runs a formal alert for exactly that.
The Ministry of Health's national heat forecasting and warning system issues bulletins for 27 cities, grading each one daily on four levels from 0 to 3, with 24, 48 and 72 hour forecasts. Roma Capitale gives the alert season as June to September; the Dipartimento della Protezione Civile's own page describes the bulletins as running from May to September.
Level 3 is the emergency grade. Roma Capitale defines it as a heat wave, with risky weather conditions persisting for several consecutive days, carrying possible negative effects on the health of healthy and active people, not only the vulnerable.
Civil protection advice is to avoid going out between 11:00 and 18:00 and to drink at least a litre and a half of water a day, avoiding alcoholic, sugary and caffeinated drinks.
What makes a heat wave is very high temperatures over several consecutive days, often with high humidity, intense sun and no ventilation. It is the run of days, not a single reading, that the alert is built around.
